I would recommend reading and practicing the speed exercises posted in the topic "TABS compiled by Silky..." I believe that there are 6 of them. I am not good at speed, but after using the exercise I do notice an improvement, albeit slow.
There is a book called The Exercise Book, by the writers of the Guitar Grimoire series. It has a TON of exercises based off of scales and stuff, and just finger exercises, basic and not so basic 1 2 3 4 type stuff.
I brought some TAB paper with me and copied some of the exercises down to try at home, and they are really good. As soon as I cash my latest paycheck I'll probably go buy that book.
