I'm assuming not since my searches have been entirely unsuccessful, but I was wondering if there had ever been talk of a Tim music book being released for any of his albums...

Here is an exerpt from a TR interview that perfectly answers this question:

That might help them. But that would really involve someone who could really make a book out of it. I'm too scatter brained and unfocused, in that area. I'm very focused when I'm playing, but not in that.

TR: Yeah, exactly. It's like describing a monkey on paper. You don't really get the monkey till you're with the monkey. But, just describing the monkey on paper doesn't do it for me.

Oh, I don't care about the tabs. I want the real stuff :)

Even so, it'd be the same concept I guess. It'd be confining the song to the exact way it was played on the album...

I believe Tim wouldnt do it himself, if I recall correctly he doesnt really understand why people want to tab something as organic as a song. But I dont think the possibility of a third party releasing a book is ruled out, though i dont know how that would work in regards to copyright.
