can anyone tell me what the pedal is which tim uses to get that synthesiser sound...he uses it on songs such as mercy street...

The above is correct, TR only uses those 2 pedals for creating that sound.

I play it pretty true to Tim's version and all you need is the volume pedal (Ernie Ball) and a delay (Boss DD-5 or DD-6).

that might just be a volume pedal and delay. his version of mercy street is awesome.
