I leave the Sci-fi/fantasy references to others when I can (Lord of the Rings being the exception).

Sallust was a Roman statesman who wrote a history of the Jugurthine War. He was a close friend of Julius Caesar's actually. The quote itself is spoken by Jugurtha who was the king of Numidia (Northern Africa) and who basically bought off loads of senators and statesmen in order to escape punishment. He says it as he looks back on Rome after he leaves.
